The Walled City of Mera
The walled city of Mera is where you go when you don't know what else to do. 82 people are accepted each year, each assigned jobs and partners and lives. A crowd forms each January at the gate. Waiting in the frigid air for Mera's Crystal Tower to shine on them, and whisk them away from troubles, boredom, loneliness.
You don't need a 5-year plan or to put food on the table. All past crimes are forgiven and basic needs provided. Food, shelter, community - as long as you do what you're told. No one leaves the city of Mera. After all, why would you want to?
The Crystal Tower
The Crystal Tower looms over all; no humans ever enter or leave. It has no windows to peek inside or doorknobs to try. Just an automated door for mechanical men, and a single square opening the size of a cat.
People knew what was in the Tower once, but now it's long forgotten. There's no doubt of the Tower's wisdom, though, just look at the wonderful city. Every piece in its proper place, bathed in sunlight from the Tower's mirrored walls.
The Eyes of the Tower
The Watchers. Sausage like felines, s t r e t c h e d like taffy to 9 feet and 5 inches long. The royalty of the street. No one knows where these cats come from, but they listen, and look, and learn — and speak only in demands. The Watchers speak for the Tower, their authority absolute.
Slacking off work or complaining too much? Expect a visit from Enforcers soon, with your local Watcher curled around their cold, mechanical neck.
Watcher
15 HP, 12 Brawn, 15 Agility, 12 Mind, 0 Defense
Scratch: 1d6
Constrict: The Watcher wraps around the target and squeezes. They take 1d4 damage, and must make a Brawn Save or remain wrapped. A character cannot take any action while wrapped besides making another Brawn save to break free.
Enforcers
A chrome shell wrapped around a battery of flesh. Perfectly obedient mechanical men. Never seen without a Watcher.
They pacify with clubs and electric shocks. They never speak or disobey the cats. Without their Watchers, they are lost.
Each night, the Enforcers return to stations in their district or into the Crystal Tower itself. Do they eat, or sleep or breathe?

20 HP, 17 Brawn, 8 Agility, 6 Mind, 2 Defense
Bludgeon: 1d8
Shock: 1d6 ranged
An Enforcer can guard Watchers. Once per round, if an attack would hit a Watcher, the Enforcer can take the damage instead.
Reeducation
Not everyone takes to life in Mera. But almost everyone can be fixed. It's best to stroll to an education center yourself. Check in, get fixed, check out.
For those who cannot help themselves, an enforcer will help them check themselves in.
And those that really can't be fixed can still be reassigned. A suit of chrome wrapped around their flesh, and wires pressed into their skull. Mera is for everyone, and no one's left behind.
